[muddle] bytecode design

I've been working out the precise semantics of the MIM bytecode, and
how we can build MIM / MUM on top of that. I pushed a bytecode design
doc to the unified repo:

Next I plan to start working on translating low-level components of
the reader code into MIM and co-developing the MIM reader
implementation with a MIMI that can run it.
